Those countries with greater technology and manufacturing capability have a bad habit of selling dangerous weapons to pretty much anyone who can afford it. Frequently, the customers of these arms sellers are other countries who use them to assist in suppressing their populations, commit genocides and occasionally to start a war with the very same people who gave them the weapons. After years of all but ignoring the problem, the United Nations is finally looking towards placing regulations that may halt at least some weapon sales.
